    Summary of ANCCE Executive Committee agreements in February


    In keeping with the commitments of the Board of Directors to maintain breeders informed about all advances and the work performed by both the Executive Committee and the various Commissions, here is a summary of the most noteworthy matters covered at the meeting held on the 20th of February. A number of important matters were covered, as well as several aspects on the agenda being explained. These will be presented for approval at the next Association Board of Directors’ meeting.

    Firstly, Mr. Carlos Suarez, the Second Vice-President, has tendered his resignation to the ANCCE President. His resignation applies to his position as a member of the Committee and as a member of the Board of Directors. Reviewing the needs and the demands of his Committee work, specifically his many tasks as Vice-President, Mr. Suarez has decided to take a back seat.
    Mr. Suarez feels it is time to reduce the pressure of his working day and the travel involved in attending the ANCCE office.

    Regarding the PRE Stud Book office, the Director informed that this year’s economic results are similar to those of the previous year, in which case, this could lead us to consider that the fall in the sector has begun to level off. A number of incidences were mentioned as well as formal complaints from German breeders regarding PRE Stud Book administrative operations in that country, performed by Sonja Thomas. She has been summonsed for a meeting with the President and Director of the PRE Stud Book on the 19th of March at Equitana. Also, it was decided to summons the Association that handles the PRE Stud Book in the United States (USPRE) and the Foundation, to move forward with the agreements initiated and to conclude all PRE Stud Book discrepancies once and for all in that country.

    On the matter of VAT charged for services rendered outside the European Community, claims have been presented. A formal consultation was presented before the Department of Taxation, with no response being received. It was decided to present a binding consultation before proceeding any further.

    To optimize ANCCE’s economic resources, the PRE Stud Book has relocated. By moving to another office space, €2500 are saved monthly, while at the same time, the actual office is 60 square meters larger. Also, the new location is but a few minutes away from the main ANCCE office, so it facilitates business matters for members of ANCCE who can visit both offices in a single trip.

    It was agreed that the PRE Stud Book Office is responsible for having reliable information regarding the good management practices of the collaborating associations. Thus, the Offices must know the prices being applied in each respective country. It must be clear that services provided from Spain are provide at cost, in which case, services must never become a means or formula to obtain financing.



    COMMISSIONS
    The Conformation Competition Commission approved the final details for the 2015 Rules & Regulations, with only minor legal-aspects awaiting consultation. The conclusions were presented before the Committee for approval, as well as the necessary bases to be applied to competitions held during this month of March and in April.
    Likewise, the Sports Commission presented for approval the 2015 ANCCE Cup Rules & Regulations for Dressage. These will be published in due course for the knowledge of all members.


    REPORT BY THE PRESIDENT
    The President reported about his trips to Nicaragua and Mexico. The first of these was for the 9th National Competition held in the city of Granada, where the Nicaraguan Association honored Juan Tirado. He was granted recognition and maximum attention, as was the rest of the expedition from Spain who traveled to the country to share in the tribute and enjoy the hospitality provided by breeders. The ANCCE Executive Committee would like to express their appreciation and offer the Nicaraguan Association its willingness to increase the already good relationship.

    The second trip was to attend the Mexican Association’s General Assembly—ANCCEMEX. Its Board of Directors decided to coordinate the dates two days later so that the ANCCE Delegation could attend the event dedicated to the outgoing president, Mr. Carlos Mouriño and witness the inauguration of the new President, Mr. Fernando González. At the event, it was obvious that there was harmony in the Mexican Association. Taking advantage of this communique, Juan Tirado congratulated both the outgoing and the incoming Presidents. Once again, he reiterated the support of ANCCE to continue with the efforts to reinforce ties between Mexican breeders and work together for the benefit of the Purebred Spanish Horse.

    Other matters of business included a meeting between Juan Tirado and the President of the Sevilla Provincial Government to discuss the work promised to maintain the main ANCCE office in good order. The cordial welcome received was noteworthy as was the institution’s offer for future collaborations.


    AUDIT
    Finally, the Executive Committee dedicated the rest of the long workday to the information received from the consultant in charge of the ANCCE office audit—Reinforce Consulting. The manager presented the conclusions of the study and the solutions that, in his opinion, should be adopted. In this regard, the Executive Committee will analyze the proposals and present the best solutions before the Board of Directors for the benefit of this Association.
